What exactly is the problem you're having with your Skill Window?

pretty much it wont let me click on any skills. it says i have two skill points though. every time i try to empower skill a window shows up that wont let me click on anything. i think its my "passive" skills window but i still wont let me click on it. even if i'm trying to empower my active skills that same window shows up

you have to drag the skill you want to empower into that window

so if you wanted to enhance (for example) slice and dice, you would open the skill empower window, drag the skill picture into the box at the top, and then enhance

Have you ever successfully empowered a skill before? It sorta sounds to me that you just might not know how to go about doing it.

When you click on the skill empowerment button, and the other window pops up, you should still be able to sift through your skills in the Skill window, click on an icon and drop it into the Skill Empowerment window.

If this is what you're trying to do to start with, then I don't know.

it wont let me drag it... i can do it with my secondary skills though. but it wont let me with my active or passive. i cant even get into my active to tell u the truth. it goes to the passive window with both and it wont let me drag anything

You can't empower Passive Skills.
And you can't really "Drag" skills. You can move things by clicking once and then clicking a second time when you've move it to the desired place.

Before you open the Skill Empowerment window, click the first Icon at the top of your skill window to go to your Active Skill list. And then try it that way.

i think i know what the problem is, i've had a similar one,
im guessing you open the skills window, and then you cant click anything, you sort of click through the window, (for example you click the floor and walk there, when your mouse is over the skill.)

I Did have this problem, i simply logged out and relogged in.
im sure you've tried that, so for now, try re-installing the game, a long process i know, but its problably the only way it will work.
