I'm not quite sure what you're asking but if you're asking like what's the benefit from having a completed license. Then these are the things i could think of right now:

-increased damage (15~80%) on that particular monster depending on the stage of completion
-added crit bonus (1~5%) at certain stage of completion
-Titles ([monster name] Killer, [monster name] Conqueror, etc)

I believe the Title "Stammerer" doesn't have anything to do with the weapon licenses.
