buying sparkcash problem

well i run vista so i go in and login my spark id so i can buy sparkcash but when i go and click on the tab it comes up with a blank page like this https://payment.outspark.com/charge and theres a lock next to it so it says i need an encrypter so does this mean i cant get spark cash? ._.

What browser are you using, btw? I know that with Firefox, it wouldn't allow me to charge so I had to make all payments with IE. Try seeing if another browser will let you in.
