Liscense Clear [Premium Item] - How do you use it?

So i put a sylph liscense on my weapon and was wanting to remove it - can someone please tell me how this thing works. I have two liscenses on my wep right now and from what i can tell it wants me to erase my first liscense and not my second liscense. QQ <-----so cute help me please
