I've got two screens in a dual-view setup (desktop spans multiple screens).
One is the "primary" screen and one is secondary. The problem occurs when the game tries to draw on the secondary screen. That is, if the window has any portion of it on the secondary screen. Then the whole computer slows down and you get a system-wide framerate of around 0.5-1 fps.
This affects all programs as well as Windows itself. Simply moving the window to the primary screen fixes this problem.
This is quite annoying tho and it usually means that I disable the secondary screen before playing to ensure that the program doesn't start or somehow end up on the secondary screen. Once there, it is almost impossible to move it back because of the lag.
This has never happened to me before with other games even though I've played lots of games on both my primary and secondary screen, which leads me to believe there is a bug somewhere.

I've got a nVidia GF6600(AGP) with two ports that I connect my screens to. (One normal and one DVI). Running on Windows XP (SP2) with ForceWare 93.71 and DX 9.0c.
