requirments for quest items

On the bored imps quest issued by Smith James the rewards that you can choose from are sword/mace/bow/staff mastery. The requirments for each of the items says that you must be lv 7 or higher. thinking that i might be able to get a second mastery (as i already had mace on my cleric) I selected the bow mastery. Even though I was level eight at the time it says that i am unable to acquire bow mastery because of my class. I'm not really angered by the left out requirment I just think that some people would be.

Clerics can't use bows... so how would they be able to get bow mastery?

This is a neutral quest for all classes, that's why there is one selection for each class. One piece for each class. Warrior, Mage, Cleric, Archer.

If you hold your mouse over said item, it'll actually tell you if you can or cannot use/equip said item. The red text is a special clue.
